court of original jurisdiction; trial court; lower court
It seems clear this is the lowest court level. You couldn't use "lower court" however, unless in comparison to a reference to an appellate or higher court.
"original jurisdiction" also might more often be used in contrast to "appellate jurisdiction."
"Trial court" is also used in contrast with "appellate court" but it might be your best choice here.
In Brazil, one might see this court referred to as "de primeira instancia."
The above are just some clues.....
It's possible that the nature of the document and its intended use might permit you to translate this only as "court."
