hey handsome, haven't had a chance to say welcome (back)

Without the context it is hard to say exactly how it should be read. Colloquial things like this can be rendered in many ways. I am reading "asan" as "از آن"

Based on Alireza's note, we can modify it a bit and say: Hey handsome, haven't had a chance at all to say welcome (back)

Other options (you can mix 'n match):

Hey good-lookin'...
Hey dude...
Hi guy...
Hey good buddy...

...haven't found the time...
...haven't had the time...

...to welcome you
...to say hi

agree Alireza Yazdunpanuh : asan here means aslan and the English equivalent would be "essentially"!

Hey handsome, didn't have the chance to say welcome back at all

"asan" here as Mr. Yazdanpanah has clearly mentioned is slang form of "aslan", however, "aslan" here in this colloquial expression means "not at all". So, with Edward's permission I just added an "at all" to the end of his masterfully written sentence.

A noteworthy point about this somewhat Javadi expression is that it is quite masculine and is addressed to another male. Normally, it would be somehow awkward for a gal to say it to anyone else or a guy saying it to a gal. Unless, they're already way too comfortable with each other.

agree Edward Plaisance Jr : no problem, I put it in the middle in my note, more for emphasis
