viewed askance

From the context it seems likely that 'dipandang sebelah mata' means "viewed with suspicion, mistrust or disapproval". If this is indeed the meaning of the Indonesian source phrase, then 'viewed askance' is a good equivalent in English.

"disparaged" is good too. And, we can also use "disregarded" or even "snubbed" (a bit rude).
