I suspect the context is a solicitation for proposals by the Bandung City Government: "PENGUMUMAN BAGI PESERTA PENGADAAN BARANG JASA DI DINAS PERTANIAN DAN KETAHANAN PANGAN, UNTUK PAKET PEKERJAAN PEMBUATAN SUMUR RESAPAN." at https://www.eproc-bandung.org/action/informasi/list/instansi... The word 'sumur', however, has not been included in the question.

'Sumur resapan' or "infiltration well" is one of several techniques for harvesting and storing stormwater. Infiltration wells are also known as recharge/recharging wells or spreading basins.
