Based upon the similarities between armagnac and whiskey, and the tendency for whiskies to be diluted with distilled water in order to reach their required bottle strength (or not in the case of premium cask-strength whiskies, though these can be diluted to a lesser degree for the same reasons, see http://en.wikipedia.org/wiki/Cask_strength ), and the legislation controlling strong alcohols (e.g. http://www.legifrance.gouv.fr/affichTexte.do?cidTexte=JORFTE... ), I believe that the term refers to the documentation that the fabricant is obliged to keep and transfer to its clients (and the fiscal authorities) concerning the dilution or not of the whiskey (or other strong alcohol).
