The term is from a ministerial decree on swimming pool standards:

Les escaliers d'accès à l'eau sont aménagés :
- soit dans l'emprise de la plage. Ils sont alors munis de main courante. Le défoncé est équipé, sur ses parties latérales, d'un garde-corps ;
- soit à l'intérieur de la zone d'évolution du bassin. Lorsque l'escalier n'est pas compris entre deux parois verticales, les extrémités latérales et les nez de marches ne doivent pas présenter d'angle vif.

I'm struggling to find the correct translation for this term and haven't come across its usage in similar contexts. Any advice would be greatly appreciated! Thanks in advance.
