The sentence:

The first dose is usually given over 10 minutes and the follow-up dose of 1 gram is given over 8 hours.

> Does it means we give the medication for the whole 10 minutes?
And after that for the whole 8 hours?

Yes, that's right: the dose is initially given progressively (I assume IV?) over a period of 10 mins, and then the subsequent (larger?) dose is given more slowly, over an extended period.
