I'm translating a document into French, which was obviously not written by a native English-speaker, and I have no clue what is meant by some of the strange expressions used...

"The company culture sets the tone of an organization, influencing the ***control conciousness*** [stet] of its people. It is the foundation for all other components of internal control."

What on earth do they mean? To what degree the employees are aware of being controlled by their superiors, maybe?

The only thing that seems logical to me is that the company's culture (as it's communicated to the employees) influences the employees' perception of whether or not the company is in control of the operation and its employees' performance. Is somebody in charge? Do they know what I'm doing? Can I do anything I please?

To what degree the employees are aware of being controlled by their superiors, maybe? Yes, I think so.
