In a meeting minutes form (see here: http://www.cvr-it.com/PM_Templates/Meeting_Minutes_Template.... there is a field for "charge time to", following "project name, "date of meeting", "location" and "minutes prepared by". What does "charge time to" mean?

It's a template. It includes fields that may come handy in different (most) situations but don't all have to be filled in all cases. My understanding is that the "charge time to" field is designed for cases where the meeting time is billable. For example, if it's a meeting of lawyers, consultants, etc., or a team of thereof (thus constituting a single party), they are paid by time and somebody has to pay each of them individually or the party organizing the meeting.

: The time each of the participants spends in the meeting is to be charged to a particular accounting code, project code, or whatever, which will bear the internal cost of the meeting. This is a cost-accounting practice.

: As Ken added, "to...." may not refer to a person or party at all./No, I am not mistaken, just trying to clarify the actual situation. In this case the text itself says: "charge time to X project", so the party doesn't feature in the sentence.

You are mistaken, juvera. Even if an accounting/project code doesn't correspond to an external party, it then corresponds to an account within the company, thus the company is the payor, i.e. the party to pay/absorb the charge.//The "text itself"? Where?
