I need a synonym or a definition for "srawman" in the following context:
The next order of business for the task force will be to review the detailed strawman which Andy is consolidating from all suggestions. We will need to match our objectives to the suggested item and define the reason (measurement) for doing it.
Develop a strawman national strategy that includes identifying complementary roles of industry, government, and academia for implementing the vision, and for attracting more people into the software field.

I know that a "strawman" in law means an "intermediary", its function is to receive title to a property with the exclusive purpose to pass it further to another person. Maybe a close connotation is meant?

above def is the same as Morad's Wikipedia reference and is from http://experts.about.com/e/s/st/Straw_man.htm

Google "iron man" or "Iron-man" Don't get a lot in the managment context...which again, doesn't mean it isn't used in certain circles.

A "straw-man proposal" is a simple draft proposal intended to generate discussion of its disadvantages and to provoke the generation of new and better proposals. As the document is revised, it may be given other edition names, i.e. "stone-man", "iron-man"

Never heard of them. That doesn't mean Wikipedia is wrong, it's just that in the government circles that I work in, Strawman is always a draft idea or proposal.
