I have a problem understanding the whole phrase. Does it mean "promptly"?
The problem fragment comes from a force majeure clause:
The inability to perform [the agreement] shall, so far as possible, be remedied with all reasonable dispatch.

It does more or less mean "promptly". Dispatch in this sense means speed, promptitude.
