"There are very few effective barriers between a young person and potentially harmful content online. In the offline world, a small metal shield in the corner store stands between the idle young teen and the magazines on the top shelf. Before video stores filed for bankruptcy, the physical segmentation at the video store between the Disney section and the adult titles was enough to keep children from perusing the adult selections".

It is just saying that in the real world, there is a physical barrier of some kind that stops people casually, inadvertently accessing inappropriate material.
It might not necessarily LITERALLY be some special shield made of metal — this is just a genearlized illustration of a typical physical barrier; normally, when 'adult' material is placed 'on the top shelf' (i.e. too high up for younger kids to reach or probably even see), there is at least the edge of the metal shelf (for example) that provides a barrier.

: yes, in corner shops these titles are simply relegated to the top shelf / [in UK at least] I've never seen anything more sophisticated / advanced used as mean of keeping them out of sight of minors.

Discussion
In Europe and North America at least, there is no "metal shield". If you're translating this into another language, you could say "placed on the top shelf, out of their reach".
