Without context Ron could be right. But the blue touch paper is the fuse used in fireworks, and the retire part means to retire to a safe distance after the fuse is lit. These are safety instructions that appear or appeared on fireworks.
I don't know if it is used a term for describing something else or not.

In Babylon they only give the English:
touchpaper =
n. paper soaked in saltpeter that is lit to to start firework
I think it's safe to go a bit wider and refer to the whole firework.
