Finanzielle Regulierungsinstanzen äußern Bedenken....


Explanation:
In the US they got a count of financial regulators but it is not an authority(government), there is no government in Germany either to do this stuff, except the Bureau of taxation and investigation (Finanzamt)and I cant see that this is the meaning here in this text. No government......so I would choose the above term (Instanzen) instead of (Behörde)
