The terminal is a pier structure, with the hydraulic structure being composed of one shipping working platform, six breasting dolphins, and eight mooring dolphins, shore connecting trestle, causeway, and plant revetment. The terminal and the onshore liquefaction plant are connected by the causeway and trestle, above which are the pipe rack and overhauling channel

I suspect in this sort of cntext, 'ouvrage' is the more technical term for 'structure' — almost always abbreviated thus from 'ouvrage d'art'.
