In the legal terminology, the translation of "institue" is "দায়ের" or "রুজু" করা. So, the correct translation should be ফৌজদারী মামলা দায়ের করার জন্য লিখিত অভিযোগ OR ফৌজদারী মামলা রুজু করার জন্য লিখিত অভিযোগ.

Let me explain it. In the "criminal proceddings" the plaintiff is the "state". If any person knows about any criminal offences he/she submits a written or oral "F.I.R. (First Information Report)" at the police station. This is termed as the "written charge" here. After receiving the F.I.R. or written charge, police starts investigation and if they find any evidence of any criminal offence they "institue" or "file" a "criminal proceedings". In Bengali, the correct legal terminology for "institue" is "দায়ের করা" or "রুজু করা".

It depends enitrely on the context. If this is a "Charge Sheet" it is called "অভিযোগপত্র" in Bengali. However, there is no other translation for "Written charge" in Bengali except "লিখিত অভিযোগ". If you need an absolutely correct translation, you can consider sending a scanned copy of the paper to us.

thank you for your answer. what you said is right, but the document in question is not what usual people bring to police, but it's an official document of police or court that the criminal proceedings are institued/filed. For this the last two words in all the variants of translation above won't do though literary it is translated correctly (i.e. Written charge). I'm sorry i didn't give the explanation of the term at once. I didn't suppose misunderstanding to appear. Thank you |

For 'criminal proceedings', ফৌজদারী মামলা is used in Bengali. I think the word 'instituting' has not been properly used here. It should rather be 'initiating'. However, চালু করা can be used in Bengali. For 'written charge' লিখিত অভিযোগ is OK.

In Bengali গঠন করা is the meaning of to/constitute/constituting. But proceedings aren't constituted, these are initiated or launched.
