Explanation:
I asked this question recently. Based on the response and on research, I suggest the following. For geographical surveys, use مسح . For sociological surveys (including but not limited to questionnaire-type surveys) use استقصاء . For enumeration/list compilation (e.g. for tax rolls) use حصر . Reserve استبيان for "questionnaire" and استطلاع for (opinion) poll. As near as I can tell this is how these terms are commonly used, but you find a lot of variety in usage.

For confirmation look up survey at http://157.150.197.21/dgaacs/arabterm.nsf, the UN Arabic terminology database. (But the fact is, usage is not really standardized.)

As you see ArabInk many sites use this word and I rarely see the word \"Referendum\" or the word \"plebescite\" as the translation of the word استفتاء may be I found the reason for that. I think those to words are connected with political issues especially in the relation between state and citizen as it is clarified more in the following article:

استفتى:سأله رأيه فى أمر ما واستوضحهه ومنها استفتاء

استقصى:بلغ الغايه فى البحث عن الشىء مثل استقصى المحقق اسباب الجريمه
استطلاع: طلب الاطلاع و التعرف على الشىء

واذا قلنا كلمه\"مسح\"فلابد إلحاقهابما يفيد كونه جغرافيا او اجتماعيا لتستخدم كلمه survey

فأظن ممكن يمشى عليها كلمه استقصاء او استفتاء واستفتاء مألوفه اكثر بعيدا عن النواحى الجغرافيه والاجتماعيه

neutral  ArabInk: This is usually reserved for "referendum" or "plebescite". - Yes, sometimes it is used in this way _in Arabic_; your webpage started from Arabic and went to English. But going from English to Arabic, استفتاء is usually used as I said.
