The second paragraph is built funny. It appears that someone took an independent paragraph and just plastered the word \"whereas\" to fit it into this preamble. To phrase it correctly, the order needs to be reversed as follows:

Whereas the program has expanded over the past decade to involve youths from other regions of conflict, including from Greece, Turkey and divided Cyprus, the Balkans, India, Pakistan, and Afghanistan, although the original focus of Seeds of Peace was to bring Israeli, Palestinian, Jordanian, and Egyptian youth together, ;

You will run into the same difficulty if you were to translate it in its present form. It will read much more naturally in Arabic if you reverse the order. There should be no problem with respect to fidelity to the original, since the content will remain the same.

حيث إن وليس حيث أن

My comment is only related to th ecorrectness of the Arabic "Inna" after "haythu", and not "Anna".
