This is normally found in rivers that carry inland water vessels. I can't find exactly what this is called in English. Wooden braking system does not sound right to me, nor does it get any google hits. A picture of it is available at the link below:

neutral  Wouter van Kampen: stop je het schip niet eerst af op het remmingswerk met een landvast?! Da's nieuw! Het remmingswerk is er om de sluis te beschermen!
