I am especially doubting about the meaning of "bepaling" in Dutch.

OPTA regulates telecom markets. The actions of the various market particpants are judged based on, among other things, market share. Because market share can be calculated in several different ways - e.g. revenue, profit, products/services sold, etc. - the manner in which this is DETERMINED becomes particularly importnat to those parties being judged.
