This is a grammatical question...in english.
"El català és la llengua de l’Administració pública de Catalunya, la llengua de l’ensenyament, i la dels mitjans públics catalans, tant de ràdio com de televisió i Internet."
I would say: Catalan is the language of Public Administration of Catalonia, the language of education, the language of the Catalan public media, both on the radio as well as on television and Internet.
Is "both" correct if there is 3 objects (radio, television, internet)? Would it be correct without "both"?

If you use my re-write then it is obvious that "both" refers to radio and TV and then you add a further category. "Both", strictly speaking, should only be used for two objects.
Incidentaly, I usually use "Local Government" for "Public Administration" in a UK English translation.
