Què vol dir renunciar a la reassignació?
Quan un estudiant ha estat assignat a una plaça que no era la seva primera preferència, però ja està d'acord amb l'assignació, si vol, pot renunciar a la seva primera preferència i transformar la que li han donat en primera. Renuncia a estar en llista d'espera a les preferències anteriors a l'assignada. La renúncia es fa per internet al web de preinscripció en el termini establert. Amb la renúncia, l'estudiant es pot matricular al juliol en lloc d'haver d'esperar al setembre.
For assignat I'll probably use "granted".
As I understand it, the concept is turning down the possibility of being given a place that was higher on the list. I'm not sure how to word the question though.

I often avoid he/she just by repeating "the student" or a similar synonym -- retains the formality that way so that you don't have to revert to second person.
As for assignar, why not use assign/reassign? Google brings up a lot of hits for "refuse reassignment".

Also, the dictionary from enciclopedia catalana gives the definition for assignar as assign or allot. I associate grant with subvencionar much more.
