I am having a bit of a problem with this because of the double entendre of policy and poltics. I am not sure if that is the intention either, perhaps they just mean policy, but "tenir una políticaca de drets humans" and "fer política amb els drets humans" are italicised, leading me to think this is the case. Not sure what to do. Any ideas? TIA

States can have and usually do have a human rights policy but they also make policy with human rights (and politicise it).
