قيد النفوس ( شهادة الميلاد) في العراق وسوريه
4 ـ سجل قيد نفوس (شهادة ميلاد) باسم فرحان الزعبي صادرة عن أمانة السجل المدني في منطقة المزيريب (محافظة درعا ) بتاريخ 23 تموز / يوليو 1988 . لم يذكر فيها أنه متوفى . فمن المعلوم أن سجل النفوس الخاص بالمتوفين في سورية هو عبارة عن شهادة وفاة يكتب فيها مكان وزمان واقعة الوفاة . وسجل قيد النفوس لا يعطى للموتى ! 5 ـ إلا أن الوثيقة التي حصلنا عليها ، وهي الأكثر أهمية بالنظر لحداثتها ، عبارة عن كتاب موقع من قبل العماد علي عيسى دوبا ، رئيس شعبة المخابرات العسكرية السابق ، بتاريخ 10 تموز / يوليو 1999 ، يأمر فيه بنقل " الموقوف فرحان الزعبي ، بن يوسف ، إلى الفرع 293/1 " . ويمكن الاستنتاج من الكتاب ـ الموجهة نسخة منه إلى إدارة السجون في الشرطة العسكرية ـ أن المعتقل فرحان الزعبي كان عندئذ في أحد السجون الثلاثة التابعة لوزارة الدفاع ( سجن تدمر ، سجن صيدنايا ، سجن المزة ) . وذلك بالنظر لأن كتابا من هذا النوع لا يمكن أن ترسل نسخة منه إلى إدارة السجون في الشرطة العسكرية إلا إذا كان الموقوف نزيلا في أحد سجونها المذكورة . ( لأسباب أمنية رأينا عدم نشر هذه الوثيقة في ملحق الوثائق ، إلا أنها ستقدم للسيد ميغيل Miguel de la Lama في المفوضية العليا لحقوق الإنسان في الأمم المتحدة بجنيف مطلع الشهر القادم ، فضلا عن منظمة العفو الدولية ومنظمة هيومان رايتس ووتش ) .

في لبنان أيضا ولكنها تستخدم لساقطي القيد ولم يسجلوا رسميا في حينه ثم يعاد تسجيلهم من قبل أهليهم فيما بعد بعد عقد لجنة تسنين
