MORE CONTEXT, please! At what STAGE in the competition is this?
'remettre' often means 'to submit' in formal contexts, and assuming that it doesn't mean completion of the final project, but some earlier stage in the competition, my hunch would be they are talking about a 'proposition de prestation', hence I suggest proposal (the 'service' part is possibly redundant)
