French to English Bus/Financial Business/Commerce (general) Franking machines for post rooms
This job involves translating a series of procedures for use by employees of a franking machine leasing company. The following sentence, which contains the phrase whose meaning I am seeking, is part of a description of what a franking machine does -- it prints on an envelope or a label "une empreinte mentionnant le nom de l’établissement postal ou du centre de traitement du courrier désigné dans les conditions particulières comme l’établissement d’attache et la date de dépôt des correspondances..."

Well, if it's anything like the same system as in the UK, when you 'buy' franking from the Post Office, you have to nominate a Post Office where you intedn to post the mail, or at least, where it will be processed; this will be the office to which you are 'attached' or belong.

So I would deduce that this is the 'issuing establishment' --- or at least, in other contexts it would be 'issuing', though maybe that's not quite right here...
