"PVC plastikaty": plastic wrapping materials for foodstuffs, etc., come in 1 or 2-mm-thick sheets made by rolling a PVC+X+Y compound. One dictionary gives "elastron" for "plastikat", but that is a brand name for a special compound. Old term for plastic wrap? (Article dates back to the 1960s.)

Back in the 1950-60s (I'm of пожилого возраста!)plastikat had various meanings, namely: masticated rubber;
PVC plastikat was PVC blend; plastikat was a soft thermoplastic PVC-based material comparable to DuPont's Lucolene; PVC containing up to 40% plasticizer was an elastic and cold-resistant was called plastikat.

: I think I'd go for "plastic wrap" because cling film is far thinner than 1 or 2 mm, and was not around in the 1960s.
