By(e)-laws is ambiguous and suggests a subsidiary charter. But they are the Statuten.
Googling will confirm:
The Treuhandukunde is the Trust Deed.
The Statuten are the MAIN Bye-Laws telling the terms of the trust. The Beistatuten are the subsidiary Bye-Laws that, in your quote, are turned into a type of non-secret trust or Codicil by the making of a Will.

Postgrading: in a DE>EN family trust -> Stiftung trans. job I once received - originating from Liecht. lawyers/notaries - the Beistatuten had already been previously translated as Supplementary Rules or Additional Terms.

Comment: "Thank you Counsel. Though I am still debating whether 'by-laws' would work, or not (proving your point on the ambiguity of the word), but your explanation makes sense to me. On the link Kim kindly provided 'Beistatuten' are translated as "by-articles, by-statute, by-laws (binding non-public dispositions)"; especially the second term 'by-statutes' coincides nicely, as does WordIQ's definition of 'by-laws' (see: http://www.wordiq.com/define/By-laws). 'Supplementary/supplemental rules' is good (and not as ambiguous), but I think I'll go with 'by-statutes' to be safe - even if it is not the most common term, it will be understood nonetheless.
