As I've canvassed before in various ProZ FRE/SPA/ITA>ENG answers, garantie is an indemity and garantir is indemnify oin this context.
In Arg. Spa., citar en garantia IS claim directly against the ins. co. on its ins. policy. cf. Span llamar en garantia.

The only times I've seen this used have been in texts involving insurance claims - "citer en intervention et en garantie" really means that an injunction is being made against an insurance company (or broker) obliging them to cover the claim and pay out.
