Is this simply regarding critical faculties, or is "critica" a medical test of some sort?

I think it indicates the general condition of the patient. But since the patient is conscious, I would not say "critical".

No, as they do not say anything about the course ( they don't say the condition is declining).And "reduced" general health is used and is idiomatic.

Asker: Even declining is not accurate actually. What do you think of "conditon severely impaired"?

Asker: How about: condition is declining (as we can't really say condition is reducing)...?
