Marketing - Engineering (general) / Brochure about recycled concrete
Dutch term or phrase: De Blauwe Loper ligt uit voor betonrecycling
De Blauwe Loper is an innovative cycle/footbridge in Groningen made with recycled concrete and the longest cycle bridge in Europe. I'm translating a brochure for the group that makes the recycled concrete. I can't seem to find an example of the combination "ligt uit voor".
The sentence is a section heading and nothing that follows helps. I'm thinking it could mean something like "stands out", "an outstanding example of" etc. but it's odd that I can't find any example of this word combination on the web.

Concrete recycling embraced in rolling out De Blauwe Loper.
Explanation:
Concrete recycling embraced in rolling out De Blauwe Loper.
or
Concrete recycling embraced in rolling out 'the blue carpet'.

And explain later what 'the blue carpet' refers to.

The expression 'de loper ligt uit' indicates 'someone/something is warmly welcomed'.

So if 'de loper uitligt' for concrete recycling, it means this practice is warmly welcomed (or embraced).

'roll out' means launching something, while it also can be used in 'rolling out a carpet'

In this case the "De Blauwe Loper' project is launched while 'rolling out' also works well with 'blue carpet' (blauwe loper)

Thanks for all the interesting input. I chose this answer and decided not to include the word play explicitly as I felt it would overcomplicate matters in the context.

-> Of course I have seen it. See my response to his suggestion in the D-box. // True, his 'rolling out' gave me a significantly different idea. So, thanks to him for 'rolling out'. :-)

neutral  philgoddard: Sorry, but I think this is too contrived, and you don't roll out bridges.
23 hrs
-> You do roll out 'lopers' and + a little bit of imagination, 'rolling out' could then be understood in rolling out this bridge project. I won't convince you of course. :-)

neutral  Barend van Zadelhoff: I understand your 'cycling' (fietsen) point, and it is funny, but the aspect of opportunity for concrete recycling is missing, while this is very important here. // Far-fetched, the opportunity aspect should be explicit, and cycling was about fietsen, no?
20 hrs
-> Um... that's kind of missing my point entirely. Recycling is inherently opportunistic! ;-)

New walkway lays out the "Blue Carpet" for concrete recycling

Explanation:
"De Blauwe Loper" is a footbridge for cyclists and pedestrians, so the pun is double: "Loper" as in "walker" and in "carpet". IMHO his can only be resolved to refer to both meanings, hence "walkway" AND "carpet" in the translation. Only referring to "carpet" omits the fact that it's actually about a walkway.

De Blauwe Loper helps pave the way for concrete recycling

Explanation:
Given that concrete recycling (i.e. the use of concrete waste in the production of new concrete) is not widely practised yet, one could say that De Blauwe Loper helps pave the way for its wider adoption. 'Paving' and 'way' also tie in well with the fact that De Blauwe Loper is a cycle and footbridge.

Or stay closer to the source and translate as:
De Blauwe Loper rolls out the carpet (or: red carpet) for concrete recycling

Europe's longest cycle bridge marks a major advance in concrete recycling

Explanation:
The purpose of the headline is to tell the reader what the article is about.

The wordplay doesn't work in English, so there's no point trying to reproduce it.

Also, you shouldn't have to read the article to find out what De Blauwe Loper is. People are inherently lazy, and your job is to make the translation as easy as possible to read.

neutral  Kitty Brussaard: Hi Phil, you definitely have a point as far as the wordplay is concerned. I'm not sure if the bridge as such 'marks a major advance in concrete recycling', but perhaps you're right.
