The original sentence sounds slightly esoteric :-) can you explain the context to aid proper translation ?

The "it" of "until it isn't" - is it different from the "everything", or the same. Presuming that the two entities are different, the translation would be : Sub Kuchh Uuplubdhha Hai, Jub Tuk Yeh Nahin Hain

सब कुछ उपलब्ध है, जब तक यह नहीं है.

jab tak ho na, tab tak sab kuchh praapya hai.

I guess this is an idiomatic phrase which is very philosophical in nature. It means that everything that everything is available and achievable until it exists. Once a thing comes into existence, it might become become problematic to achieve it, but if it is not in existence, you can still boast of being able to achieve it had it been in existence. Its like a very poor man saying that "I am very much capable of flying of plane, only if someone gives me a plane". Because aeroplane is not available, so we cannot test his claim. So till then, he gets the benefit of doubt. Everything is available, of possible, until it isn't (tried to be made possible or available.).
