Many thanks to everyone who has given their time and effort on this. I found examples of 'oversight' on Google, but agree with yinguoren9 that the meaning could be misinterpreted. I think that in this instance, 'manufacture' is better than 'construction'. I therefore think that the best translation in this case is 'supervised manufacture' and so have decided to give the points to jianming. Thank you.

I presume from what Google shoots up for 监造 that supervision is indeed the idea. In North America, we generally talk about Construction Oversight, so whatever makes your client happy . . .
