Passage from the police records of Leipzig, Germany (1920) with two occurrences of the phrase "bei Vermeidung":

"Ihr Gesuch um Aufenthalts-Gestattung hat das Ministerium abgelehnt. Sie werden nunmehr aufgefordert, bei Vermeidung der Ihnen in der Ausweisungsverfügung angedrohten 14tägigen Haftstrafe Leipzig und Sachsen binnen 8 Tagen zu verlassen und bei Vermeidung Ihrer Bestrafung gemäß § 361.2 St. G.-Buchs. ohne Erlaubnis nicht wieder zurückzukehren."

In the first occurrence of the phrase, is the person who was expelled from the city being asked to leave Leipzig and Saxony TO AVOID the 14-day incarceration that had been threatened in the expulsion order? In the second occurrence of the phrase, is he being told not to return again without permission TO AVOID his punishment in conformity with paragraph 316.2 of the municipal code book?

Some sources translate the phrase "bei Vermeidung" as "under pain (of)," as in "bei Vermeidung unserer Ungnade"= under pain of (incurring) our displeasure. Other sources translate the phrase as "while avoiding."

Addendum The phrase also appears on the previous page, but apparently with a different meaning? "Das Ministerium des Innern hat Ihr Gesuch um Aufenthalts-Gestattung für den N.N. abgelehnt. Wir werden diesen nunmehr aufgeben, bei Vermeidung der angedrohten Strafe, Leipzig und Sachsen binnen 8 Tage zu verlassen."
