Assuming there is no error, then the collocation here is perhaps rather unusual — I would assume it to mean 'the wage lost in forgoing [whatever we are talking about]' — or possibly, the wage that has to be paid to persuade someone to forgo something'
Presumably the wider context makes this abundantly clear, so perhaps we need proper context in order to get to the bottom of this one?
