@ Asker The EN in your source text appears flawed, and on the face of it, this term is wrongly used here.
It could mean "needs to be banned in heavy soils" — but the syntax / punctuation is not really correct for that, apart from its being not very logical.
It is also possible it might be some kind of error, e.g. for 'bar' (with the sense of 'except') — this would have the merit of fitting with the syntax as it stands, and also being logical with the sense of the rest of the phrase.
It would help to know the provenance of this documen: if it has been OCR-ed, then bar > ban is a typical scanno error — but would be unlikely, say, as a transcription error.
It could even be a bigger error, like 'even in heavy soils' — which although it assumes a different error mechanism, would again make logical sense in the phrase.
I think before we can really help here, we need to know a little bit more abou your source document.
