If I'm not mistaken, УПИ expands to Урегулирован Поземлен Имот (zoned land) but I'm not sure about кв. — plot or lot, maybe? Here's the context:

In UK English it would be land with planning permission, or zoned land I suppose in US English. Regulated land would be the literal translation.

I is the Roman numeral for 1
It is typical for legal documents in Bulgarian to use Roman numerals. As for кв. this is a standard abbreviation for квартал or квадрат. In the context this is the latter and would refer to 'plot'.
