Norwegian to English Tech/Engineering Construction / Civil Engineering
From an HSE plan for a construction site:

7 XXX i hovedsak gjør all lossing inne på sin tomt.
Dersom lossing i kryss er nødvendig må dette varsles og gjøres i dialog med Statsbygg (Rigg ansv eller KU).

Dette må nok ses i sammenheng med forholdene på det aktuelle arbeidsstedet, og jeg kan tenke meg at det menes veikryss, intersection.

This can't mean anything other than what Leif is suggesting - unloading to intersection where access road leads off from main road.

unloading at a (the) junction

I offer this alternative for three reasons:
a) I feel 'at' fits better than 'in' here
b) junction is more common in British English
c) to try cover the ambiguity in context as raised by Leif
Example sentence:

If unloading at the junction is necessary, advance warning of this must be given
