Texas court document
On top it says "CONTAINS INFORMATION EXCLUDED FROM REMOTE ACCESS", followed by court name, case no., and the order itself.
RHR acronym in small letters is right next to that capitalized text.
My only two options: Recruiting, Hiring, and Retention; and Regional Haze Rule, which Texas is a part of - neither seem to make sense or be relevant to this court documents.
Any ideas?

Natalia, thank you very much for your suggestion, however, it was not a criminal law document, and the letters were smaller and printed, not handwritten, separately from the main title.
