I must admit to never having seen "flash" used in this context.
I would be tempted to either use a similar formula "signed and sealed by the competent authorities" - or attempt a transliteration - since "ràfega" here would appear to mean the official emblem or shield of the authorizing body - in which case maybe you could go with "accompanied by the official seal and coat of arms of XXXX" where the xxxx is the organization concerned.
