المقصود هل هناك وجه لإقامة الدعوى من عدمه. وهذا هو التقرير بالأوجه

أعتقد أن كلمة (بالأوجه) فيها تداخل ، ويجب أن تكون (بأنه لا يوجد أي وجه = بأن لا وجه):
صدر ....... (بأن لا وجه) لإقامة الدعوى الجنائية
طالما أن الأدلة غير كافية

I think it should be " بألا وجه لإقامة الدعوى. It means there is no cause for filing a penal action and the complaint shall be dismissed. It can be translated as follows: "the public prosecution issued an order of dismissal due to lack of evidence."
