The goal of the mission was to assess the situation with regard to the freedom of expression and media with a focus on media ownership and financing, public advertising, as well as assessing the implementation of the media strategy, and the functioning of key institutions and regulatory bodies as regards policy implementation in this area.

Pretpostavljam da se tu misli da oglašavanje od strane državnih i javnih preduzeća, tako da bukvalni prevod "javno oglašavanje" nema smisla, a opet, "oglašavanje u javnom sektoru" je takođe nesrećna kovanica, jer se oglašivači oglašavaju na medijima...
