Discussion
Это всего лишь синоним connection establishment. Проблема в том, что просто установление соединения не очень вписывается в контекст. Я запоздало предположил, что автор текста назвал согласованием получение у системного администратора разрешения на установление того или иного соединения.
Поясню на бытовом примере. Если какое-то приложение, которое лезет в Интернет, не внесено в «белый список» файрволла, то пользователю предлагается либо разрешить, либо запретить этому приложению доступ в Интернет.

Probably you can translate it as 'Connection establishment', but I would stick with 'handshaking'. However, it's also possible that the author actually meant something entirely different.

P.S. Possibly согласование means giving permission. In that case, my initial version is absolutely wrong.
