In the USA, I think "fluctuations" is preferable to "oscillations". The reference is to changes in power due to effects of xenon 135 poisoning (xenon 135 is a fission product itself). The fluctuations are really not so rapid that an engineer would want to call them "oscillations". The term "oscillations" has just corruptly crept into part of the literature.

The concentration of boron in the moderator can be controlled either by injecting more boron or by circulating the moderator through an ion exchange column to remove boron. This method has the advantage that the flux is not perturbed by the presence of boric acid throughout the core, however it cannot be used for controlling startup, power variation and xenon fluctuations so control rods are still necessary.
