It doesn't have to be to a foreign court; going to someone outside the court's jurisdiction is sufficient. For requerimiento, you can use "so requested." Depending on who it's going to and the legislation/treaties/other documents allowing it, we have "request for judicial assistance," "request for legal assistance," "letters rogatory" and various other formulations in English.

Asker: The trouble is it does not seem to be to a foreign court. So best just to leave it as "request". But then I am not sure what to do with "requerimiento"
