neutral  Paulo Marcon: "O decrease in spend" é apresentado como consequência de "no longer be able to do sthg", ou seja, uma consequência negativa. Mas uma redução de custos só poderia ser positiva. Por isso acho que há algo mais por trás do que pe mostrado na frase!!!
