Un gobierno puede optar para financiar su gasto mediante los impuestos que cobra a sus ciudadanos o mediante la emisión de deuda pública. Lo que sucede es que si elige la emisión de deuda pública, es una realidad que tendrá que pagar dicha deuda mediante el incremento de la presión fiscal, un incremento de los impuestos más adelante que implicaría tener que subirlos por encima del nivel en el que se encontrarían en el futuro si el gobierno hubiese optado en su momento por la primera opción. Este es el motivo principal del debate, elegir entre pagar impuestos hoy o pagar impuestos mañana.
