English to Hebrew Other Chemistry; Chem Sci/Eng dangerous substances

Hi,
I have a bunch of instructions containing the term "off-line", but it's not the IT לא מקוון (I think). Some examples:

- Equipment cleaning - open off-line - outdoor
- Waste management: transfer of process wastes to storage containers: off-line in workplace

What does "off-line" mean hear? Is it with production line/system turned off?
Does "off line in work place" mean with system turned off but onsite?
Unfortunately it's a bunch of phrases with absolutely no context.
Will appreciate your thoughts, knowledge and expertise here.
