: "To compensate" requires the preposition "for" after it. It would be easier to translate this sentence, if the asker were to tell us what "они" are.

Import substitution refers to the use of domestic products to replace imported goods, or, by limiting the import of industrial manufactured goods to promote domestic industrialization.
