I would go with "contract" over "outsourced" for 外来, considering that the qualification is listed by someone outside of the Toyota group.
全豊田 implies that the qualification is valid across the Toyota group. So, how about putting "for the Toyota group" at the end?
Just to show that it takes a special qualification to become a contract construction manager, I just put "qualified" at the beginning, but this may be omitted.

Hi Nick,

It looks like this is a qualification needed for external contractors to conduct work at premises of the Toyota Group (http://www.toyotakyushu-kyouryokukai.com/education/pdf/tmkan... The formal name of the qualification cannot be found on the internet as far as my research goes, and no English sources seem to be available officially (http://www.toyota-kyouryokukai.gr.jp/index.php/education/).

So I believe it would be safe to translate by combining the existing translations used in the Toyota Group.

The part "全豊田" may be translated as "All Toyota" by referring to All Toyota Workers' Unions (全トヨタ労働組合連合会) at https://www.fine.or.jp/.

There is an official glossary prepared by the Toyota Motor Corp. Safety and Health Cooperating Association, which regulates the education and qualification process of the 全豊田外来工事責任者. In the glossary, 工事責任者 is referred to as "Construction Manager" and 作業責任者 as "Work Manager". So I reckon 工事作業責任者 can be translated as "Construction Work Manager ".

If there is an official name, you should go for that one, though.

Asker: Hi Ash, Thank you for looking into it carefully for me. I agree that there seems to be no official English name, so we need to make a new one by combining what we know. And your suggestion seems pretty smooth and accurate, so I think I'll go with that. I might just place a hyphen between "all" and "Toyoya" though!
